ftp - networking question

i have set up a ftp server MS IIS and it seems to start fine. but if in my command prompt i type in ftp, it don't get the ftp> prompt. it just echo micrsoft IIS and comes back to my document prompt.

is some thing blocking the start of ftp service? can some body enlighten me on what exactly happens when i type in ftp.
