Checking webmail using a service

Hi
Sounds funny but here is the question I have :

I want to see if there is an option to check a webmail using a program (assuming no captchas are present).

I know some email providers offer pop but not all do that. I am lookng to see if we can get the email from web using a service ( we have the access details)
