Tagging files with metadata

I'm working on Windows with multiple file types, some from my software, some from 3rd party software, and I need a way of Tagging files so they can be searched easily. Is there a way of doing this without sandboxing all file saving (like with an asset management system)?

Ideally, I want to be able to multiple select files to add the same Tag to them. If it can work over a network too, that would be great.

I'm looking for any ideas, however stupid, since my mind is drawing a blank (Monday coding block).

On windows, every file has a summary - where you can add things like title, author, comments etc - you can manipulate this programatically . Look at http://www.codeguru.com/cpp/com-tech/shell/general/article.php/c7353/#more
