Just wondering, is it possible to write an entire RDBMS using C# or VB.NET?

Yeah, of course it is possible. However, as noted above, why would you want to, unless you just want a challenge.

You could develop anything with almost any language.

(I don't think you can develop an OS in C# :) - let's start a language war, it's more fun)

Actually there is an experimental OS mostly built in c# by Microsoft Research...
