Interactive Tutorial within the app.

Hi Guys

I need help.. 

using vb.net. how can I develop a built in Interactive tutorial that will have an arrow pointing to certain parts of the GUI in realtime with text next to it to instruct user what to do.

I tried using a picturebox but pictureboxes dont allow transparant images to see through to the main GUI.

What would be the concept?

are there any examples I can see?

In a  recent project (in C#) I used a custom descendant of the 'Tooltip' class, adding timed closures and multiple line text and images.  I also added counts for each display of the tutorial pop-ups, and stopped after a certain number of times, allowing the user to select a menu item to rerun the tutorials.

I can try to put together a sample project - it might be a little while.  The original project source code is held by the Army, and I cannot use it.
