Development tool

In my develper experince I always tried to work with developer tools that are build using the same language/compiler.
i.e Delphi IDE is build with Delphi, JBulder is build with Java

Is it completely insane to consider this as good indicator as to how mature is certain developer tool, and can we expect to have ASP.NET developer tool build with ASP.NET (i.e WEB based etc.)

Seems to me this is ultimate test if certain development technology is ready for the prime time.

Seems totally irrelevant to me. Especially so in ASP.NET (or any web language) because they are web languages, designed to be efficient for building web pages and applications not for building IDE's.
