Which temp folder?

I am writing a component which can be used in server  and desktop programs. This component requires writing tempoary files. Which folder should I use? Is it the one returned from GetTempPath(), or the current user's temp folder?

GetTempPath() is safer if your component may be used without an interactive user session (i.e., in a Windows service).

If it's probably going to be used in a web service, the administrator is going to have to give the web user permissions on its temp folder anyway, so it'd be best to have a proprietary location.
