Most of the larger software houses are in or around Scottsdale Air Park. Phoenix metro is more of a hardware town. Motorola and Intel have large offices and fabs. There's a lot of embedded work from what I saw.
I lived in the Phoenix Metro area from around 1986 to 2001. Downtown was getting livelier by the time I left. I know that the area is becoming a hotbed for BioTech, especially with the new BioTech center by Arizona State University.
