Microsoft SAPI?

Does anybody know if Microsoft's SAPI (speech interface) comes standard on windows now? I have it on my machine, but am not sure if I installed it at some point.

I don't know, but the Microsoft knowledge base would be a good place to start for this.  It looks like the SDK has redistributables and an end user license.
