Centralised Configuration

What are people's view on centralised configuration? What I mean is assume many server side services each communicating with each other and also some client side guis as well. Would  you have a centralised configuration file for all environments and services to be in a single file so its shared for its commucication requirements such as server:port?

Well the question actually wasn't Windows based (sepcifically Java - but not OS based anyway).

So if I you was to deploy multiple services across many machines would you then use remote registry?

Would the configuration contain every configuration for every service and every machine in every environment you have?
