MPEG-LA licensing for encoding H.264 video

Has anyone has gone through the process at http://www.mpegla.com/ to license a micro-ISV to allow H.264 encoding within the micro-ISV's software?

According to the threshold provision at http://www.mpegla.com/main/programs/avc/Documents/avcweb.pdf  if you are shipping under 100,000 units per year there is no royalty due. I am wondering if the process is fairly painless or if it has any bureaucratic difficulties. Unfortunately the royalty free video formats (VP8,VP9) won't work for my situation, it has to be H.264.
