Windows 8.1 with Bing?

Microsoft are now giving free licenses to Windows 8.1 with Bing to tablet makers. Does anyone know if this will run full blown Windows apps? The information online is about as clear as mud. 8.1 with Bing runs on x86 and x64 architecture, so I imagine this would be possible, unless Microsoft have specifically crippled this functionality.  I believe they are trying to get Windows 8.1 onto as many cheap tablets as possible.

Yes it does run any Windows programs. Win8.1 with Bing is normal Windows 8.1 32/64bit (non pro version). Actually it is better than normal Windows 8.1 because those machines have less crapware than normal Win8.1 oem machines. :) Users can also change default search engine to google, yahoo duckduck etc..
