Recommendations for a forum to ask a question

Does anyone know a forum where it might be allowed to ask for recommendations/advice on choosing a component/library for a windows application?

It's the kind of question that gets closed on stackoverflow.
They 'prefer questions that can be answered, not just discussed'.

It's gets closed as 'too technical' here.

Was looking for advice/ recommendation for an OCR library  :-)

This forum is for business related topics. There are plenty of other forums for technical issues. Obviously it is a matter of judgement where the line between business and technical is.
