Is this worth doing?

Often I can see in my control panel that people fill in the order form than give up the purchase all together.
Now since I have their email is it worth sending them an email with say 20% discount coupon?

Yes, if you can automate it.

With Avangate (and other payment processors?) you can set up an automatic sequence of emails to people who have abandoned their shopping carts or not completed payment.

According to Avangate over the last 12 months I have recovered:

9% of unfinished payments
1% of shopping cart abandons

I don't know how many of these would have purchased without the auto follow up.

I include a money off voucher in the final email of the sequence. But very few people use it. I guess they have already decided not to purchase by then.

Forget about those 'what do you need that for', ' why would you wanna do that', ' maybe if you apologized to the customer'  kind of answers..so annoying

Is it capturing the e-mail address live, via an AJAX call or something, or do they abandon after a "step 1" of a multi-step payment process? If the latter, maybe you should do everything you can to make your payment process a single step?
