Hiding Website Pages

Should I "hide" (or deactivate) pages on my website which do not have any content?

Say, for example, that I have a page which lists upcoming promotions. If I don't have any promotions, which would you advise to do:

1) Hide the page and the navigation item to this page or,
2) Display a message like "There are no active promotions"

What do you suggest? Are there any relevant studies in this area?

otherwise you will get emails saying when will there be promotion. or people will wait for it.. before buying.

If you don't want Google to index it, make sure to add a <meta name="robots" content="noindex, nofollow"> tag to your page... Otherwise, even if you don't link to the page from anywhere on your site, Google can still find out about it from people who use the Google Toolbar.
